A team charter is a formal document that provides operating guidelines for an organizational team initiative. The form outlines the purpose of the team and its goals, and includes a definition of each member’s roles, responsibilities and objectives. It provides governance while empowering team members to make sound decisions based on the operating rules. HR and/or Team Leadership are typically the ones that develop the team charter document. The charter should be given to all the stakeholders and participating key members to gain buy-in and alignment from the very beginning and throughout duration of the team’s work. The charter should be simple, clear and succinct. Provide specific and achievable time frames for completing tasks. This tool provides templates and guidance for developing team charters.
